They both mean to leave and make one’s farewells. 告辞 is generally used at the end of the sentence, such as 那我就先告辞了 I must be going, then.
告别 is usually used as告别 sb/sth or 向 sb 告别, such as 告别朋友make one’s farewell to friends, 我特地去向他告别I bid farewell to him specially.
